Despite receiving a clear command to fill the earth, the people of Shinar chose instead to unify around their own ambitions, using their technological advancement to build a city and tower meant to glorify themselves rather than God. In response, God confused their languages and dispersed them across the earth -- not merely as punishment, but as an act of mercy that prevented further self-destruction.
